MOE FINANCIAL ASSISTANCE SCHEME (FAS)

The Ministry of Education provides financial assistance to needy Singapore citizens, ensuring that every child has access to quality education regardless of their family background. The MOE Financial Assistance Scheme aims to cover basic schooling expenses for eligible students. To simplify the process for families, parents need only submit a single application form for all their school-going children to any school their children attend.
Application for MOE Financial Assistance 2026
To apply for financial assistance, parents/guardians are strongly encouraged to use the online platform:

Eligibility Criteria
1. The student must be a Singapore citizen enrolled in a Government or Government-aided school as a full-time student and must not be enrolled in any other schools or institutes of higher learning.
2. The student must attend school regularly. As financial assistance is provided to assist students in paying for expenses in connection with attending school, a student who fails to attend school regularly for any reason (including but not limited to Leave of Absence, medical leave, or hospitalisation leave) shall have his eligibility for financial assistance reassessed. In such circumstances, MOE is entitled to withdraw, reduce and/or withhold financial assistance without providing further reasons.
3. The student must not be receiving financial assistance provided by more than one MOE-funded school or institute of higher learning.
4. The student must meet either one of the following criteria:

Gross household income (GHI) as at the time of application does not exceed $4,000 per month; or
-
Household per capita income (PCI*) as at the time of application does not exceed $1,000 per month.
*PCI = Monthly GHI / No. of members in the same household.
5. The student’s current school must be notified of any changes to any of the listed criteria in writing.

Straits Times School Pocket Money Fund

Students in primary and secondary schools who are Singapore Citizens (SC) or Singapore Permanent Residents (SPR) may apply for the Straits Times School Pocket Money Fund if the family per capita income (PCI) per month is $750 or less, and the child is not concurrently receiving school pocket money from another STSPMF disbursing agency, or receiving monthly school pocket money from other schemes, excluding MOE/SPED FAS and ComCare.
If the application is submitted through the school and the child is receiving MOE/SPED FAS or ComCare Assistance at the point of application, there is no need to submit the income support documents. Students under MOE/SPED FAS or ComCare Assistance will only need to submit the completed Annex A (Application form) with the MOE/SPED FAS or ComCare Assistance letter indicating the period of assistance.
If a child has already received the maximum 24 months of subsidy from the primary/secondary school, he/she will no longer be eligible for the fund.
Primary school beneficiaries receive $65 a month and secondary school beneficiaries receive $100 a month.
Each application grants a maximum of 12 months of assistance and the application is to be applied on a yearly basis.

To facilitate timely submission to the agency, applications submitted through the school should be received by the school's General Office by the following timeline.
